Maybe they're not sleeping pills, just...state-changing pills. Usually when people take them they're awake, so it makes them sleep, but when people who are asleep takes them it wakes them up...like the gold and green rings in The Magician's Nephew kind of...we thought they did one thing but it turns out they did another. I think I may have to use this in a story...thanks for posting it.
